Florida School Voucher Plan Ruled Unconstitutional

A state judge on Tuesday ruled that Florida's school voucher plan -- the
model for a national program proposed by Republican presidential hopeful
George W. Bush -- violated the state's Constitution. Leon County Circuit
Court Judge L. Ralph Smith said the publicly funded plan, the first such
statewide voucher program in the United States, violated the Florida
constitutional requirement that the state provide a ``high-quality
system of free public schools.''

Judges to Release Financial Data

The Judicial Conference of the United States voted yesterday to release
judges' financial disclosure reports to groups that want to post them on
the Internet. The action responds to mounting pressure from outside
organizations, as well as from within the judges' own ranks, including
by Chief Justice William H. Rehnquist, to make the documents public.

Justice Department Seeking $1.3 Billion From Nursing-Home Firm Vencor

The U.S. Justice Department is seeking more than $1.3 billion from
Vencor Inc., alleging that the large national nursing-home company has
defrauded government health-care programs since 1992, the Associated
Press reported. The department made its claims in two filings with the
U.S. Bankruptcy Court in Delaware. Since September, Louisville,
Ky.-based Vencor (VCRI) has been operating under the bankruptcy court's
protection from creditors. The health-care provider is reorganizing in
response to what it called reduced Medicare reimbursements and other
changes in the long-term care industry.

Anti-spam e-mail suit tossed out

In the war of words over unsolicited commercial e-mail, better known as
spam, an Oregon man has won a victory over the state of Washington. But
the battle may not be over, as the attorney general ponders an appeal.
The victory came when King County Superior Court Judge Palmer Robinson
dismissed a case in which the state charged Jason Heckel with violating
Washington's anti-spam law. Robinson said the law, generally regarded as
the nation's toughest, violates the interstate-commerce clause of the
U.S. Constitution.

U.S. Files First Internet Insider Trading Case

The first federal cyberspace insider trading case, an $8.4 million
scheme involving the largest number of people ever charged with
profiting on illegal tips, was filed Tuesday, authorities said. The
widespread scheme was born in on online chat room and carried out by at
least 19 defendants from New York to Tennessee, officials said. It was
the brainchild of a part-time computer graphics worker who pleaded
guilty to stealing merger information from investment banks Goldman
Sachs (GS.N) and Credit Suisse First Boston where he was sent by a
temporary employment agency.

Skakel arraigned; tells dead girl's mother `you've got the wrong guy'

Kennedy nephew Michael Skakel was arraigned today on a nearly
25-year-old murder charge, then approached the victim's mother and told
her: ``You've got the wrong guy.'' Skakel, now 39, was arraigned as a
juvenile in the October 1975 murder of Martha Moxley in the wealthy
suburb of Greenwich. Both Skakel and Moxley were 15 at the time of the
slaying.

Jail escapee caught asking for directions in Georgia

An inmate who broke out of the Florida jail last month was captured in
Georgia after he flagged down a police officer and asked directions to a
known drug dealing area.

Jury scolds police for dog's bite out of crime

For Jerome Jarrett, a Cape Cod man bitten by a Yarmouth police dog while
fleeing an officer, it was a hollow victory. Jurors in federal court in
Boston, where he'd sued Yarmouth police, agreed yesterday that Officer
Peter McClelland used excessive force when he unleashed Shadow, a
Belgian Malinois, while pursuing Jarrett as he fled a traffic accident
in 1994. But the nasty bite Jarrett got on his calf wasn't worth much:
just $1. Still, he no doubt found some consolation in the handwritten
advice to Yarmouth police that jurors scrawled at the bottom of the
verdict slip: Train your dogs to bark, not bite.
